Exactly “success” of the Russian space industry brings us to think seriously over prospects of cooperation with Moscow. ROK passed the decision to refuse the bilateral cooperation with Russian partner. Probably, there is a common sense. And cooperation with the USA and Japan will be more successfully for Korea.

The space industry alongside with biotechnologies and submolecular electronics has become the basic direction of the industrial development of the majority of the developed countries. The South Korea is not an exception to the rule. The country, having enough developed aircraft industry, moves step-by-step from assemblage of licence vehicles to creation of its own patterns of space technologies. Thus, the government of Korea actively maintains this branch and promotes its development. Nowadays, the South Korea intends to develop its space program. At the same time the question arises, why this Asian Tiger considers the USA and Japan as its partners in this question, instead of Russia which was till this moment the partner of Korea in implementation of the project for creation of satellites and carrier rockets?
In 2004, the cooperation agreement between governments of Republic Korea and Russian Federation in the field of peaceful space research and activities was concluded. It is referred to creation of two-level carrier rocket KSLV (Korea Space Launch Vehicle).
In August 2009, the KSLV-1 with the first South Korean satellite STSAT-2 on the board started from the spaceport Naro. Owing to the fact that the rocket fairing hasn’t been released in due time, the satellite hasn’t orbited and fallen back to the Earth. Constructional defects and problems with electric contacts and networks were qualified as the reasons of unsuccessful launching.
The KSLV-1 carrier rocket has been worked out in cooperation with experts of the Russian Scientific Production Centre of Khrunichev. Some of elements has been manufactured in Russia and imported to the South Korea. The second space launch (in June 2010) of the KSLV has also failed, and this accident has occurred at work of the first stage of the carrier rocket manufactured in Russia. By the way, the first stage of the KSLV by 80 % reproduces the Russian “Angara” also being in a development phase.
It is necessary to say that it is not a single incident of failed projects where Russia participates!
In 2004 within the Russian&Brazilian cooperation in the space field the project “Southern cross”, involving creation of a carrier rocket on the basis of Brazilian VLS and Russian “Angara”, was initiated. It was preceded by the failed attempt of launching of the VLS, resulted in 21 deaths operative personnel. Owing to this accident, the launching infrastructure of Brazil was completely destroyed.
The Russian centre V.P. Makeev Design Engineering Bureau has been entrusted with rocket modernization. It has supplied the rocket with separate knots and blocks, in particular, an inertial platform of a control system. However, seven years proved to be insufficient for the Russian scientist to develop a new carrier rocket. Up till now the destroyed launching infrastructure of Brazil is not restored. It’s impossible to foresee when updated the VLS-1 carrier rocket will be developed.
Besides, the V.P. Makeev Design Engineering Bureau has received from the Brazilian space agency the sum at the rate from $ 2 to 3 million. The specified means have been spent; however, the project has not been transformed in any practical area.
In December 2010, Russia carried out the next unsuccessful launch. This time it was the launch of its own carrier rocket “Proton-M”, equipped with the DM-03 upper-stage rocket and three “Glonass-M” satellites. The blunder, leading to components of rocket fuel overflow in the upper-stage rocket, resulted in the loss of abovementioned satellites crashing down in the Hawaiian Islands area.
Exactly “success” of the Russian space industry brings us to think seriously over prospects of cooperation with Moscow. ROK passed the decision to refuse the bilateral cooperation with Russian partner. Probably, there is a common sense. And cooperation with the USA and Japan will be more successfully for Korea.
Brazil is the next one!
